Default Who is responsible ?

Who is responsible on a private boat if one of the crew decides they want to keep more or smaller fish than the regulations allow in their own personal cooler? The Capt (owner) or crew member? I say the Capt but I have heard different. Not that this would ever happen!!

If the person that kept them does not own up to it, the owner of the boat/captain will get the ticket
