I was in Tortola and USVI in August. Be very careful fishing on your own, make sure you do your homework on what the regulations exactly are. If you look around you'll see there isn't much of any recreational fishing going on. From talking with some local friends they told us that the BVI is very restrictive in regard to who is allowed to fish. The laws are set up so unless you are a local (belonger) yourself or you are with a local then you aren't able to legally fish.
If anyone out there has better info feel free to correct me if I am wrong.
It is probably much easier fishing both off the beach and on a boat in St. John or St. Thomas.
