Taken from the article

The new limits:

Summer Flounder through the end of 2015: Season, size and possession limits vary by state and in the Potomac River.

Next year between May and September, the summer flounder minimum size limit will amount to 18 inches (45.7 cm) with a maximum of four fish.

I believe it states federal waters , so therefore it's only applicable in those waters which are beyond the three mile limit . Some of my best catches & numbers of big fluke were in those waters especially in fall. At least u can still fish ! Not like cod in GOM !!

It also states that states that states may impose stricter limits. So I'm not sure that means that the NJ Seabass regulations for 2015 will change from what they are now. Yes, 4 Fluke at 18" next year, but if they decide to extend the conservation equivencly before it expires on Jan. 1st 2016 or at the latest before the start of the 2016 Fluke season, that could change, which I hope it does.
