Gerry, in March of 1996 my buddy and I went down to Hatterass for bluefin fishing. This is almost exactly what we did. Once we located a school we'd toss whole bunker 2-3' feet off the transom, with the fighting chair mounted in the transom, we'd bait the hook and pitch it to the fish we wanted to catch. We'd strap ourselves into the chair and on the bite be literally pulled up out of the chair and be over the water.

We brought 18 to the boat that from an estimated #185-325 tagging 17 and keeping our the legal limit of 1.

I will admit the tuna in this video look bigger than those we were catching.
