With all due respect.. They were here first.
They were never a major problem until all the Cod, Whiting,Pollock,Hake, Goosefish, etc were killed off by monstrous commercial efforts.. yes, doggies eat other bottom fish.. However, other bottom fish will eat small doggies as well.. Clean out all the other species, and you get lots and lots of horn dogs.. For many years, I would fish wrecks in late fall through spring, and saw very few dogs on most trips.. One or two here or there..
Nowadays they predominate because we have killed and eaten everything out there that kills and eats them... bob

I dont thibk there is a recreational limit for doggies. As far as why people dont keep them, they are good to eat but only if properly taken care of. Like most sharks they piss through their skin so if you dont gut them right away and put them on ice the meat is going to taste like ammonia. Ive kept them on slow bottom trips and they're pretty good eating. However, we've all seen how many people on party boats just let fish sit in a bucket or on the deck all day long in the sun. Well if u do that with a doggie you're not gonna like the end result.

Well said, gut and ice them immediately and they are good. The reason the government put commercial catch limits on them was that they were so popular in Europe and the UK (major component of fish and chips), that our commercial guys were overfishing them (by government standards).
