is it legal to use baby carp for bait? and how would it do in the big D around the Riegelsville area?

I don't see why not, they use suckers, sunfish etc for bait.

I think the law is you can't use domestic goldfish for bait, but carp should be alright.

I remember one day I was going to buy fathead minnows at the petstore for bait and found they were out. The guy in the petsore refused to put goldfish in my bait bucket because it was illegal. I had to practically beg the store clerk to sell me a dozen feeder goldfish. He only did so hestitantly after I promised I would not release any leftover bait into the waterway.
