They can not fine you for something that is free. Also, get fined, pay it and then follow the money trail to see where your 25 bux ends up, probably in some fat cat politicians pocket !!
OR, get fined and don't pay it, are they going to tell you that you can not fish in the Atlantic Ocean anymore !!! What a joke !!
