went to renew but I'm adding a boat this year. when I click the description for "BOAT RAMP PERMIT" it says- display a boat permit or copy of fishing license in your windshield, do I need both?

you don't need both. you only need the boat ramp permit if you DON'T have a fishing/hunting license. it is for people who pleasure boat at RVR, etc.
