Dan - Not sure this will be the case with Shark River but the same thing happened with Leonardo... Work stalled, Federal money was going to be lost if they did not complete it before 12/31. Wouldn't you know the last few weeks of the year, just before the funds were to be pulled, all this equipment shows up and it gets done.
