A reciept is needed when Trout are under the states size limit. You can't catch an 8 inch trout and liveline it, 9 inches, you certainly can. This has been a debate on this site quite a few times. There is no rule stated anywhere that says you can't use trout for bait. As long as it's not short your good to go.

Ed is correct, as long as your Trout are 9'' or larger and you have no more then the legal limit in your possession it is a legal bait.

Nice kitties FE. I wanna do this catfizzzzzz thang with you in the near future. You're locked in! Making bait is almost as fun turning them into double digit sized fish. Did it this past week with porgies and cow stripers!

I'll bring a nice sharp knife to dispatch them trout-skis swiftly!

It's a win win !! Catch trout cool, catch big catfish, cool. I thought it was illegal at first to do the trout thing but it is legal, kinda nice to see so many trout holding over into August.
