Quick question!

So , on my way to a local lake yesterday (figured the rivers would be a little crowded) I passed the raritan river headwaters for the North Branch and noticed some new signs just put out. Of course i didn't have my camera but they all read: NO FISHING HUNTING-NO TRESPASSING. and then they all had a LARGE RED stripe across it. The red strip was printed also so it wasn't some mischievous fisherman( ) who added it.
So does this mean no"no fishing" or yes fishing allowed (my interpretation) or does it mean someone doesn't know what they are doing?
Haven't seen these signs before but they were everywhere. Previously there were some signs (some are still there), that NO TRESPASSING or FISHING or Hunting ALLOWED.That was pretty clear even to me!
Has anyone seen these and what's your interpretation?
