I've already seen kayaks out without any type of thermal protection...
Does anyone know how to fight an "involuntary" gasp? seems like something Navy Seals or CG folks would train about.

As of 2009
In NY, ALL passengers on boats 21' and under between 11/1 and 5/1 MUST wear PFD at all times. That's everyone at all times. Can't have them in the cabin on smaller boats. Something to know striper fishing the Harbor on a 60 degree November day. That's for this quick chill reason.
