DMV in Washington nj is great. Today was my longest trip there, ten minutes to change titles pay tax, and register a vehicle. Always quick there for me.

Did not have a problem transfering his PA registration to my NJ 1 with this.

Last line states it. You may be confusing the powered statement in relation to registering a boat in NJ

^^ this is correct. in NJ canoe/kayak CANNOT be titled according to the law, but it MUST be registered if motor powered.

to answer the OP's question: to sell it as is, registered, all that is required is a bill of sale. the seller's name and address must match what the MVC currently has on file for the registration and the buyer must get the bill of sale notarized before bringing it to MVC. that's it.

+1
yeah, the motor just means that the buyer will need the boaters safety cert. Not sure if they'll need the boat endorsement on their driver's license if it's a canoe though? So a notorized bill of sale (you can google boat bill of sale and print them out) and if you have the old registration to give them that might help. I went to Oakland DMV for my used tin can and trailer and it was a breeze.
