^^ this is correct. in NJ canoe/kayak CANNOT be titled according to the law, but it MUST be registered if motor powered.
to answer the OP's question: to sell it as is, registered, all that is required is a bill of sale. the seller's name and address must match what the MVC currently has on file for the registration and the buyer must get the bill of sale notarized before bringing it to MVC. that's it.
