Top water fishing is very productive!! You just need to know how to fish them first of all and you need to know the time and place to use that presentation!!
What do you think all those fish you see exploding on the surface are doing? EATING STUFF ON THE SURFACE not just jumping for fun!!!
Get away from jitterbugs. Plenty other top water choices that are much more natural and productive!!
