NY has a registry for fishing in tidal waters . If you are from NJ, your NJ registry is NOT accepted by NY. The registration is free and expires a year from your registration.

NJ residents need a NJ Saltwater Registration to fish tidal waters below the designated boundary. Above the designated boundary, you will need a freshwater license.

The registration is FREE. The license is NOT FREE.
