You're very clear about private waters being disqualified, but how do you intend to handle public waters stocked privately? Case in point, the annual trout derby at Spring Lake. Someone could land an 8 pounder from there and pretty much torpedo anyone else's chances in that category.

this is a good question.
IMO because it's still public water, everyone has their own chance to catch that fish. So that's allowed for a contest like this at least.

Stupid question and not in the game but how do you know if a fish was caught in a private body of water or not?
