Yep - Just get the title and take it to DMV and you should be set.

Are you trying to transfer the NY to NJ?
It's simple if you have a title. More work without the title shifting to have to prove that you and the seller legitimately came into ownership. More papers that's all. And of course sales tax.

My issue from NY to NJ was the assignable registration. NJMVC didnt like that much. I had to get a notarized letter from the seller stating that he was selling the boat to me. Assuming that's your problem?
