My take on the "bag limit" regulation was always a "possession" issue, and not one of how many fish were caught. Trout fishing Jersey waters (6 during stocking, 4 thereafter), striper and hybrid (2 fish), salmon fishing NY, etc.
Fishing after reaching the bag limit is an activity that every fisherman I know is guilty of. Culling of excess fish is normal, to most, in order to stay within the limit. This fisherman supposedly shared his first fish with a friend and kept the larger fish in his "possession". This, to me, sounds ethical and legal. If the rules for Jersey are the same as what's being enforced in this case, I think many of us here would be considered criminals and poachers.
