Heat it up a bit and it will pop right off. Glue a new one on with tip glue.

I had a local tackle shops replace guides for me in the past, should be around 10bucks. Trick is to find the shop that stocks/uses the best matching guide. Brought one rod with black guides and they replaced the broken one with a grey guide
