A lot would depend on when seabass is closed. If they close it the month of october you would want fluke extended for the sake of party and charter boat captains. That would be #4

#7 makes most sense to me. although I can see the argument about giving up three fish.

And don't forget Blackfish is closed in Sept and the first three weeks of Oct.
