Question Fungus among us!

I have been trout fishing the SBR in the Flemington area a lot and have noticed on two occasions fish swimming very slow in the shallows of the river bank with what looks to be a whitish fungus growing on them. One was a Sunfish and the other a small Catfish. I should have took pics but I didn't. Can anyone tell me what might be going on with these fish? I hope it's not some type of outbreak !!
