Default Flying United with fishing tackle

I can't get a definitive answer from United, TSA or FAA websites on what exactly you can carry on a plane as far as fishing tackle (travel rods and reels are fine, obviously.) Small pen knives and souvenir baseball bats are ok so what about pencil poppers and hooks that aren't shark size? I'd rather not check my tackle box but I also don't want to be held up at security.

Without a solid answer I think I'll fork out the $$$ rather than risk a hassle.
