Water temps stiil down

Took some water temps on PA. streams yesterday 44 /45, makes you fish!! Took 4 for 6 but I worked for em' ! Back to NJ if water levels remain somewhat constant fishing should be good from here on in . Cannot get over PA's dump mentality when stocking,miles of solid easily accesablre water goes fishless, while a couple of areas get all fish!! I could fish one such area and take 20 trout on a fly while downstream you could work all day on grt holding water, for one fish!! This is accomplished with help from local "FISHERMAN" stocking!!? Next time if help is needed stocking, I'm volunteering just to find out first hand why this happens. Unbelievable
