Is there any scientific evidence that closing the 55 mile area will help the fish population? Is it permanent? Why is there a proposal to close that area?
I'd like some understanding of what I'm send before I send it.

I understand what a MPA is. What I'm not clear on is why there's a proposal to add one along the Stellwagen Bank. Is there scientific evidence showing that the fish population is in trouble? Is commercial fishing excluded? Isn't there already a 800+ square mile Stellwagen Bank MPA? How is this different?
