A little dated but here is a link to the NJ Ramp guide PDF. With a 20' boat I woul launch at Leonardo. Watch out for pulling out your boat at low tide as previously mentioned. Also make sure you stay outside of the security zone for the Ammo Pier or a Navy boat with a 50mm mounted on the bow will chase you down.
