I live close to the Big D and fish for shad. I don't keep any so don't see as I have any effect on the shad population. A lot of good idea's in there, but I don't like #2. Many people and families go to the river to enjoy fishing and not all for shad. To put a fee or a tax on them just doesn't seem fair and it will just keep people away from the river like the canal on the pa side does. Take down the dams may be useful or some way for the fish to pass, but building pumping station to keep that stupid canal full is just stupid, let it run dry and put some lots in so people can enjoy more of the river. I've road up and down along the canal from Easton to Riegelsville on the pa side for over 15 years and its empty more than its full (way more). The millions of dollar they have spent on it is a crime. A half million dollar out house in Raubsville, bridges they maintain, red stone on the tow path (which made it harder to wake or ride a bike, but looked pretty if you like that sort of thing)for a few. I don't understand, it's like maintaining and plowing snow on a road no one uses. I've got off track, but if the government can spend that kind of money restoring an unnatural feature, I think the money would be better spent restoring the river closer to it's natural state and full of fish..
