Default Sandy Hook, Shrews, Navesink Winter Flounder

With the winter looking relatively warm , what are the suggestions for winter flounder. I remember a huge run off of Atlantic Highlands around 1995 right outside the break water and that was in Oct-Nov.

Where up the rivers might they be?

When I was a kid my old man and I would kill them in Great kills harbor

Now no one even tries...
Don't see anyone trying in the rivers other than Shark River.

This summer it was fabulous offshore even at 2 fish there's plenty of meat for 2 people they are very thick this time of the year. I have not seen any offshore in a while but I bet they are around the usual inshore spots you usually find them in the fall.

I guess will try the old oil dock location off of Atlantic highlands first and work my way up river
