This is unbelievable.

They make up their own data on most other things, why not "create" some data on this too?

After peer review, We (NOAA), find that Over-cleaning has not occurred but we are going to limit the daily cleaning to 3 plastic bags and 6 condoms per vessel, per trip. Filing inaccurate reports will be dealt with severe fines and possible confiscation of illegal cleaning vessels.

Thank you for your attention to this global epidemic.....Please report any cheaters you may come across.
