1.2lbs yellowtail average is not that surprising. Minimum size is 12" including the tail.

Best thing to do would be to take possession of the vessel, drain the oil, and turn it into a reef. That would send a strong signal out.

Total scumbag move in my book. Guys like this is what gives some fisherman a bad name. There are rules in place...and we all know them...and unfortunately in some cases they have to be followed.
