Tony - Not familiar with Kencraft but a friend bought a used 2006 Etec 250 with 600 hours on it, he put another 100 hours on it and so far and it's been flawless. Starts right up with the touch of the key, noticeable improvement in performance and fuel economy and much quieter then the older 2 stroke it replaced.
All these newer engines have a diagnostics tool you plug into the engine and it can tell you how many hours it has on it, what RPMS it's been run at, any fault codes and when they were, engine temps etc.
If I were you and serious about this boat, put on offer on it pending a survey and sea trial... In addition to having the hull surveyed, I would take it to an etec dealer and have him plug it in a see what you've got.
