I doubt you will find much in the way of fishing charters in Bonaire. Most, but not all of the island is a protected marine park. You will love the diving if you dive. If not get certified before you go. On one of my dives I was coming up from 90 feet when I looked up to see two Wahoo swim right over my head. Bring a bike lock to lock your spare tire to your rental car. it is a common item to be stolen and the car companies will try to bill you $300.00 for it. If you go in early October there is the Caribe Regatta. it is a big event. lots of fun, food, & music. otherwise it is a very quite island and most places close at 6:00 P.M.

Unbelievable place. Snorkeling opportunities everywhere right off of local beaches. Looking to go back some day.

I've been to Bonaire twice. Loved it!!! The diving is literally world class 24/7 right from the shore! If your interested in a kind of secret deep dive ask me about the windjammer wreck I've been on it twice. Dive of a lifetime read all about it here http://www.dreamwrecks.com/Windjammer-Bonaire-Wreck

Hurricanes are extremely rare in Bonaire. They are too far south. None of this years storms came close. That being said, My brother in law went there 7 years ago and was caught in a cat 1 storm. Again. very rare
