Question Lobster pots on Seger and axle Carlson

There are quite a few pots on the Axel, and a good amount on the southern and middle portions of the Sea Girt Reef.

Yes I know there are pots on the axle and seagirt reef.
When I went to the diving fleamarket they were talking about lobster pots being put in designated areas. I was wondering if anybody else might know anything about this because those pots are driving me out of my mind being all over

The Final Rule for the new Regulations designating the commercial areas of our two inshore reefs has yet to be released. The next two dates for their possible publication are scheduled for July 6 and 20th. Here are graphic representations of their locations (red outlines)"
