Default how many rods can you use on a boat?

Hey all I wanted to ask if anyone knew the regs. on how many rods, out at once, per person, can be used on a boat/kayak in fresh water and salt water. In California you can buy a second rod stamp in fresh water but you only can use one rod on a boat in the ocean.
I've been trolling on my yak with two rods out on lakes and ocean. Don't want to get fined if its illegal

3 stacked on each of two downriggers , that makes 6

3 flatlines out the back ........that makes 9

2 dipsy divers, that makes 11

2 planer boards, that makes a lucky 13

The answer is........ as many as you want.

Delaware river the limit is 3 either in a boat or on shore.

Striped bass

2 bunkers spoon rods

2 parachute rods

2 wire line rods

Answer.......as many as you want

Tuna

3 on each outrigger

3 flat lines

1 center rigger

Answer....... as many as you want

Shore is three per person for freshwater so tgat includes river stripers from the surf 5 is allowed the law was only changed for fresh water

Yes! I got out one night last week. Was SOOO nice to get out there. I went for a spin around the north side of Monksville just to get a good feel for it. I stopped back at the car after I had the hang of it (it was my first time in a kayak ever, so I didn't know what to expect) and got my rod out for some practice casting in the seated position. I'll be installing the anchor trolley tonight so I don't get whipped around too much by the wind. So much fun. I have Friday off so I am going to hit something up in hopes of some fish.
