Default Limits proposed for fluke, sea bass & scup

i am guessing maybe this would be federal regs wich do not matter as no sea bass can be caught in Nj waters til 5-23

The rules apply in federal waters. NJ sets its own rules for its own waters. But the feds can change the rules if it determines a state isn't adequately protecting a stock.

Just to be clear, if you're planning on bringing your boat back to a NJ port, you had better be in compliance with NJ regs, no matter what the federal ones are.
