If the new regs are 3 fluke at 18 inches and I go out fluking keeping 5 fish 16 to 17 1/2 inches but I throw back 5 fluke 18 to 22 inches to breed again, am I a criminal or hero?

Neither because I dont believe you actually poach or the boats you fish on allow it.
So having no basis for the above other than a "gut" feeling you are for sure a "POT Stirrer" so keep the stir which adds drama on a cold winter day.
