Don't know of any charters but sight casting to cobra would be what I would look to do. Definitely on the bucket list

I've used sea witch charters in the past, was very satisfied:

If you choose a party boat I suggest using a boat out of lynnhaven inlet (at dockside restaurant, right near the lesner bridge), they still have touristy types, but often less so than the boats out of rudee which is near the resort area.

Don't take a PB out of Rudee Inlet. If they decide to run to the Bay Bridge Tunnel it's a long ride and you lose alot of fishing time. That's why I always fish on the Ocean Eagle out of Hampton. Your closer to good fishing grounds and if they run to the Bay Bridge Tunnel it's not as far. Most of the PB bottom fish for croaker, spot and flounder. Down there they call them flounder not fluke. Oh, by the way the traffic down there can be horrible so give yourself plenty of time to catch the boat. You don't wanna be late. They also the PB mostly fish half day trips. The Ocean Eagle does run night trips toward tge weekend if you don't want to bake in the sun.
