20+ is never fun regardless of the wind direction. if they overshoot it and it ends up 12-14knots west you might have a nice day. they undershoot it and it blows 22-25knts you can take a beating out there. what size is the boat?

That would completely depend on the size of your boat and what type of fishing you are trying to do.

Trolling or chunking on a 40+ foot vessel, no problem.

Trying to drift for tile fish or tuna fish on a 25-29 foot sport fisher will be anywhere from uncomfortable to unfishable depending on wave period.

West wind can be blowing 25 mph and it will be very comfortable as long as you stay tight to the beach. Offshore is a different story since the farther you get from the beach gives the wind more of an area to build the seas.

20 plus and 3 to 5 offshore is marginal at best for most smaller boats. Mine is a 28 and I certainly would not want to be in that. A larger boat would be better but still could be uncomfortable depending what the wave period is.
