get a boat that is winterized with inboard to start up and drive..

check the oil and all other mechanics make sure the fuel valves and what not are open prime it up a little and start the boat up and let it run for 15 min to get all the winterization products out if its system. i dont know what else i would do.

Make sure the drain plug is in and the pit cock is open for your raw water intake.
