Saw it yesterday afternoon on the beach just south of the tip on Sandy Hook around 4:00 and low tide was 7:00... He had a while to wait out the incoming tide or maybe he called a towing company... Surf was light so I don't think the boat was at risk....

That certificate is no more than passing the written road test at DMV. Most states don't even have that much. In NY unless born after 1996 you need NOTHING except gas money. And those are the guys fishing next to you up north.

Having lived in both for many years.. 37 in NJ, 28 in NY, I can say that all the NY boaters I have seen most of which have no certificates are FAR more courteous and safety conscious than what I have witnessed in NJ.. No comparison actually.. I have no certificate and am scrupulous in maintaining distance, passing cautiously, keeping equipment up to date, and plain common courtesy,, and I witness the same up here from most other boaters .. We have a lot of big water here, and very dangerous water and we know it.. the charters in NJ are still running, but the Lake Erie/Ontario charters quit 5 weeks ago because the lakes just get too rough and too dangerous..

The "boaters safety courses" are a joke for the most part that exist strictly to funnel more money into state general fund coffers.. In a year or two I will be forced to get my "certificate" as well by our money grabbing, gun grabbing, socialist governor. I promise you, it will not make me one bit safer on the water. My own attitude toward others and my experience on the water has dictated that long ago. bob
