Default ocean side or bay?

so ive been at it for stripers since late september and havent landed a keeper off the surf yet. ive been fishing sandy hook and raritan bay and belmar with only a handful shorts, dogfish, and all the skates you want. im not ready to throw in the towel yet, looks like things are starting to heat up. any advice if i should head to bayside or oceanside? and should i head north or south? to better my chances?

i always bring two rods, one to soak bait, the other pluggin...

Monster head south ive been hitting them below point to barnegat has been ideal all plugging with teasers was killing them up here by the hook but bite turned off bay has been
Quite unless your on a boat fished a couple local spots a few weeks ago clamming but nothing but rats
