While one could argue that if you have 10 or 11 out of 250,000 fish that fell less than 1/2 and inch away from the limit that is a better percentage than any other type of fishing, commercial or recreational as far as compliance goes and those fish were obviously not intentional, you aren't going to see a profit increase from 11 fish.
However, that does not, as you explain, change the fact that a short fish is still short, and if you get caught with something you are not supposed to have then you risk paying the price.
Difference is (and I agree with you about the fines) is that you caught with a short striper costs you less than $100.00
You caught with 11 short stripers costs you less than $1000.00
These a--wipes (enforcement) wanna crucify these people for something the enforcement officers have written far smaller penalties for far larger infractions!
