They sell stainless grommets that you attach with stailnless screws to hold the rug on.
I found going to a small stainless fender washer with stainless screw held it down tighter without pulling through the carpet,
Do one side then have someone pull it down tight on the other side as you screw that side, You want it super tight or it can rip as the boat slides on and off
