Boat size alone is not enough to get a decent read on speed. A CC, bowrider is very light. While a cuddy cabin/cabin cruisers/ WA/ RIB's and pontoon boats will be faster or slower. Add into the hull shape is another factor.
The deeper the V(Deadrise) the more drag. Deep Vee ( over 20 degr) will be generally slower than Std. Vee bottom.
So not all 22 footers are the same.
Additionally is smaller boats where Aluminum rules it is nearly always faster than the same size boat in much heavier fiberglass.
Even a wider beam will make it slower.
A 150 gallons of fuel will add almost a 1000 pounds of weight. My old 25' Grady carried 223 gallons of fuel which is close to 3/4 ton of fuel.
In this case he mentioned shy of 3000 pounds. That's a pretty heavy 22 footer.
