I'm with Bob on this... Shark River is a very good place to start in the early season. Lots of public access on the bulkhead on both sides of the river, although I think the Avon side bulkheads might be still under construction from Sandy damage.

www.fishermansdennj.com/ rents small skiffs which are perfect for fishing this area. The dark mud flats in the back which are very shallow is just what you are looking for in the early season. They warm up the water and an outgoing tide will be best.
