I know in the White Marlin Open you sign a waiver on your application to take a lie detector test if they want you to... Many tournaments have it as a stipulation in the rules as well, although I've never heard of someone having to take the test to collect their money.
Some tournaments I've seen have big payouts like $50,000 for a fish that breaks the state or world record. They usually buy an insurance policy for this and it might be that the insurance companies want the lie detector clause in there too.
Money does funny things to people so I think it's warranted if foul play is suspected.
