How do you know it's 20 gallons of water? Not sure how all that water got into the tank. Separation just separates water and fuel. It's doesn't create more. Sounds like intrusion.

Most people use a smaller container as you will need a fork lift for a 55 gallon 400 pound drum. Siphon it out into multiple small containers to transport.

No sure if the gas is clearly water or gas. I have mixed old gas with auto tank fuel in small doses.. 4/5 gallons in a 24 gallon tank.
