Don't pay any attention to those signs. That preserve is managed by a shadowy anti-hunting group called "Wildlife Preserves, Inc.". In the fall, they dress in ranger costumes and patrol the woods looking for hunters in the no-hunting zones.
You
are allowed to fish in the river, regardless of whether you are on foot or not. You can dismiss the signs as just the delirious ramblings of insane members of a vegan cult.
