we have a charter boat out here that chums giant makos to the boat then allows his customers to shoot them with a compound. It is legal, but the guy is not well liked by most for encouraging this type of harvest. All of his customers are from out of state...most are from Texas.

as for what you are asking...bow fishing is legal for many species. not sure if you are allowed to do it for tuna. Harpooning is a totally separate deal. that is a commercial fishery and the harpoons have electrical charges that dispatch the fish quickly.
