First thing I have to ask is do you have any sisters

All kidding aside, it looks like it might be black mold you are trying to get rid of. Best thing to use on it is bleach which can be found in products like soft scrub or toilet bowl cleaner. That ABC plasctic stuff it tough so I would not worry about ruining it. Just make sure you are careful about overspray. If I were you I would would take the seat off the boat to make sure the stuff you are using does not get anywhere you don't want it.

I would not use bleach on the seat pad though... They sell stuff in most boat stores that will remove mold from it.
