This should be designated as R & R fishery only withs very restrictive export tonnage, however what takes a LL hook is uncontrollable & I'm sure by catch kill would skyrocket!!
No easy fix here w/ o imposing stringent laws like Canadians !
When I fished then years back , they were valueless , most carcasses dragged back to sea after locals hacked off a few steaks !
